How Oleeo ATS Scores Civil Service CVs

The Civil Service uses Oleeo (accessed via Civil Service Jobs) to process all applications. Unlike commercial ATS systems that primarily score keyword density, Oleeo scores CVs against a structured marking scheme based on the Success Profiles Behaviours listed in the job advert.

Recruiters use Oleeo to apply a numerical score to each application. Each Behaviour is scored 0–4 based on the quality of STAR evidence provided. An application with no explicit behavioural evidence — even from a highly qualified candidate — will score 0 on those criteria and be sifted out automatically.

Writing STAR Evidence for Civil Service ATS

Every work experience bullet point on a Civil Service CV should follow the STAR structure. Oleeo's marking scheme rewards evidence quality, not volume.

S — Situation

Set the context briefly: what was the challenge, problem, or opportunity? (1 sentence)

T — Task

What was your specific responsibility or objective? What were you asked to achieve?

A — Action

What did YOU specifically do? Use first person ("I led...", "I developed..."). This is the most important part.

R — Result

What was the measurable outcome? Quantify where possible (% improvement, £ saved, stakeholders engaged).

Common mistake

Most applicants write job descriptions, not STAR evidence. "Responsible for managing stakeholder communications" scores 0. Compare: "Led cross-departmental communications for a £12M IT programme, engaging 40+ senior stakeholders across 6 departments, resulting in Ministerial sign-off 2 months ahead of schedule." The second scores 3–4.
